Another way of looking at the unit:

They are all consultants.  The government wants to know what to do about the Climate Change issue.  Students take a position (we should do something and, then, what we should do specifically, for example).  Students should research the options (doing something, not doing anything, etc.) and be able to back up their recommendations with evidence.  Things to consider:  costs involved (doing nothing, making various changes...); causes of climate change (check their carbon footprint, for example); effects of climate change (on the Great Lakes, on the atmosphere, on coastal cities, etc.).  Beyond their recommendation, they should include what they could do in their own lives.  Be specific.
